Hi,
This issue can be caused by incorrect configuration or driver related things.
First, please set the same resolution as your TV on your Laptop.
Then install these driver for Windows 10 from manufacturer's website:
Please Note: Since the website is not hosted by Microsoft, the link may change without notice. Microsoft does not guarantee the accuracy of this information.
Then, please use a separate SPDIF cable for the audio, use dup or extending the desktop to the TV, then, I recommend switching the primary monitor to the TV instead.
See if it can be worked fine.

I have the same issue on a Surface Pro 3 upgraded to Windows 10. If I connect the MiniDisplayPort to an HDMI monitor or TV and try playing a movie on the "Movies & TV" app, I get slow motion video and no sound. I have the Intel(R) HD Graphics 5000 driver version 10.18.15.4248 dated 06/29/2015. Is the some other driver I need to update?
