I haven't verified it, but run the VS installer again and in the Optional components to the right, have you checked the Windows Communication Foundation component?:

Hi Deshant91,
Welcome to the MSDN forum.
If you mean when you create a new project and there is no template of WCF Service Application, like Carlos said, you need to confirm the component ‘Windows Communication Foundation’ which belongs to the workload ‘ASP.NET and web application’ already checked and installed.
If you mean when you try to right click the web application project name and Add-New Items…, there is no option ‘WCF Data Service 5.6.4’ like the following screenshot, that I can reproduced this issue on my side.
I found some other community members already reported this issue to the VS Product Team, please have a look at this: WCF data service template missing in VS2017 and you can also add a comment in there. Now the VS Product Team Engineers are investigate this issue, we need to waiting for the feedback. If there have any updates, I will update it in this thread. Sorry for this inconvenience and thank you for your understanding😊
If you have any other issues about VS IDE, please feel free to let me know.
Best regards,
Sara
