Hi,
According to your description, my understanding is that you want to split administrator right of DHCP, and delegate the specific permissions to helpdesks.
There are two domain local groups are created: DHCP Users and DHCP Administrators when DHCP Server service is installed. Members in DHCP users have read-only permission, members in DHCP Administrator have read and write permission (create and delete scopes, add reservations, etc.) .
Besides, IPAM is a framework for discovering, monitoring, managing and auditing IP address space on a corporate network, an integrated suite of tools to enable end-to-end management.
As Windows Server system itself, I am afraid that there is no function or settings for further dividing the DHCP administrative permission.
