I would like to know how do I license it on 3 xenapp servers when i only have 1-2 people connecting to the xenapp servers daily. We can have up to 40 users on there if we are in a DR scenario but that has not happened in the last 7 years. Can I simply purchase Office 2016/2019 device based license? If so, do i just need to buy 1 per server? I would like to avoid o365 license as that requires a login prompt.

This forum focuses more on general questions related to Office desktop applications, to get the answer to the licensing questions, I suggest you ask the local Volume Licensing Service Center, or contact your local reseller for assistance, since it may be related to your local policy. Thanks for your understanding.
Based on my knowledge, if a company wants to install its Microsoft applications on a network or server for its employees to access from devices owned by the company, it generally needs to purchase volume licenses for the applications. Volume licensed Office 2016/ Office 2019 are licensed per device, so in my opinion, each server should be assigned license for Office.
