I am aware of the ways to delete the remembered paths. How do I stop it from remembering in the first place?

Is it search box at top right of File Explorer?

Hello,
If you're looking to erase File Explorer address bar history, right-click on the address bar and select "Delete History" option.
Or you can go to File Explorer's View tab, Options and hit Clear against Clear File Explorer history.

I am not looking to delete the history. I am looking to stop Windows from displaying the history in the drop down option of the File Explorer address bar.

I suppose you're talking about [Search box] or Cortana, instead of File Explorer.
If this is correct, please provide your Windows version (1809, 1803, etc.)

I do not think it is the search box/bar. It is the location where the file/directory path is written, can be copied, can be edited, etc. I am calling it the Address Bar of File Explorer. I am unable to add a picture right now as my account is not verified...how does one do that?
This is what I am trying to stop. I know how to delete it once it is there. I want to stop Windows from even recording and presenting this history.
I cannot upload a picture at this time.

In your picture, it is the area where the drop down arrow to the left is.

This is the right location for the issues, however I already have the option disabled in internet settings, and I have the Explorer registry value set to no. The address bar still has the dropdown autosuggest options.
Any ideas why?
I also tried the below options for Internet Settings > Advanced > Use AutoSuggest inline for IE and File
