Hello everyone:
I have a custom setup where I have office 2010 and 2013 installed on a machines that can't be on the internet.
I was able to installed office 2010 and do an offline install and submit my product key.
When trying to install office 2013 I notice it didn't ask for my product key. It also is trying to contact a server to activate my copy.
Is there a way to make it try and do the telephone activation? As that is what I want to do.

That doesn't help me. As the telephone activation requires that I put in a product key which office isn't letting me put in a product key and only wants me to connect to a server.
What do you mean about "only wants me to connect to a server"? Is there any error message or window to tell you to connect to a server?
After you installed Office 2013, go to Control Panel > Programs and features, select Office 2013, click Change > Enter a product key, try to Enter your MAK for activation.
If you cannot use product key for activation in UI, try to use the phone number in the following article for activation:

That worked! The "change" provided me the option to put in my product key and then let me do telephone activation!
