With the RDLC file open in design mode the view menu does not show Report Data. I customized the View menu and moved the Report Data to the top of the view menu. Now the Report Data menu item is greyed out.

Hi Dave,
I test it in the VS2015 RC version, I get the same issue as yours.
Since I could repro this issue, you can submit this feedback to Microsoft Connect feedback portal: http://connect.microsoft.com/VisualStudio/feedback/CreateFeedback.aspx,Microsoft engineers will evaluate them seriously.
Best Regards,
Jack

Hi Dave,
Which VS version did you use, VS2013 or others?
How did you custom this menu option?
For example, I create a report app in VS2013, I also couldn't see that menu by design.
So I click the TOOLS->Customize, and then move the Report Data option up like the screen shot 1.
And then I open the rdlc file in design mode, I could get the Report Data option now.
As you said that yours is greyed out, please close other project files in VS Editor, and then re-open the .rdlc file, check it again. Or you could reset your VS settings, and then create a new project, check the result.
To create the project, File->New project->Reporting->Reports Application.
Best Regards,
Jack

I have this issue before with other versions of VS. Currently I am working on VS2015 RC. I am not sure why it is so hard to get this to work. It's like they don't want Reports to be used.
I have done tried both and still
