I have a user who had been using O365 Pro Plus - Office 2016 for about 3 weeks fine and then one day it started flagging"

Outlook 2016 - Cannot open this item. The text formatting command is not available. It may not be installed correctly. Install Microsoft Outlook again.

Things I have Tried

Ran in Safe Mode - no issues

Logged in with my windows ID - no issues

Disabled all Addins - error

Recreated Outlook profile(removed app data files) - error

Removed any new applications that were installed around the time the issue started

Removed Office 2016 via add/remove programs and Via MS Uninstall - error

Tried tips from - https://answers.microsoft.com/en-us/msoffice/forum/msoffice_outlook-mso_win10/outlook-2016-cannot-open-this-item-the-text/6588672a-96df-4516-8ac4-6381bd8d068b - did not help or updates did not apply.

To me the Safe Mode not having an issue screams that is an addin issue or some setting she tweaked.  I disabled addins for her the error comes back.  And when I am logged into the PC as me and run it with same addins enabled I do not get the error.  And when I recreated her profile I removed all the folders I know of to delete in appdata roaming and local but the issue remains.

Turned out her Outlook was set in startup and once I removed her from there it was fine. We have others who do that function without issue but for her it was causing issues.

Hi Rich,

Many of the items that you disabled by using safe mode are features that store their settings in the registry. Therefore, you should also consider following these steps if the issue did not happen when you used safe mode:

Note: Serious problems might occur if you modify the registry incorrectly. For added protection, back up the registry before you modify it.

a. Close Outlook if it is running.

b. Start Registry Editor.

c. Browse to the following registry location:

HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook

d. Rename the \Outlook part of this key to \Outlook-1.

e. Restart Outlook.
