The exact error message in the event log is below. I cannot access any areas of Windows 10 that opens the window that first shows the gear icon in the center. That window pops up for about 1 second then closes. I've done all the SFC and other checks. It can't be corrupt files or whatever because if I sign into the computer with another local user account it works. It also works in safe mode. I'm not about to create a new profile unless it's absolutely necessary. Any ideas?

Thanks for the response but, yeah, I already tried that. Besides if it works for another local user account on the system it would seem as though it's not the package itself but something within my profile that is causing it. There has to be something that I can do to fix it in my profile instead of creating a new profile. I also manually updated from 1803 to 1809 to see if that helped but it did not.

Thanks for posting your query here.
1. please log on this affected account on another machine to see if the issue still persists
2. If the issue is still persists, this issue is related to user profile. Did you use roaming profile or local profile to create this account?
a. If the local profile, please navigate to C:\Users\username%, and copy all files except NTUSER.DAT.
b. Please follow the below picture and delete the default profile. Beside, we also need to back up this file for security.
c. then restart the machine, then paste the file we have just copied(step a) to C:\Users\username%(current logon user)

Re-registering the settings app using the command below helped in my case:
Get-AppXPackage -AllUsers -Name windows.immersivecontrolpanel | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml” -Verbose}
I am running a clean install of Windows 10 version 1903 and I had this problem on 4 separate re-installations!

Hi, as mentioned above, this was already tried and did not fix the issue. I did it again just in case but it did not fix this problem. I'm reluctant to completely delete the profile but I may have to go that route as I am pretty certain that would fix it. Just a lot of work to get things put back together.

Related Problem. Settings opens, but crashes when I change default app. I have run dism.exe /online /cleanup-image /restorehealth, and sfc /scannow. I re-registered per advice here. This issue happens on 2 different profiles on this machine and not on any other machine. Still searching for help

Since the issue is in one user's profile do not bother trying repairs (SFC / dism / rename C:\Windows\Immer..)
Rather rename this key:
HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\SessionInfo\1\ImmersiveShell
