When opening a Business Intelligence project in Visual Studio 2015 Update 3, on some computers we get an error that the project is unable to load and to view the Output window. The output window only has one line stating the project file location followed by this error "There is an error in XML document (2, 2)".
We are using Team Foundation Services Source control.
The versions of Visual Studio and SQL Server Data Tools are the same on both machines except one gets this error and the other does not.

Welcome to the MSDN forum.
Please try to create a new project with the same project type in VS 2015 and check if this issue persists or not? It can help us to analysis this issue is specific for this project or all projects.
If all projects meet this issue, please go to Control Panel-Programs and Features, right click the VS 2015 and Change-Repair to repair VS 2015, or repair the SSDT and test it again.
If just this specific project have this issue, refer to the error message, please try to delete the .rptproj.user under the solution folder, or compare the content of the specific project with the newly created project to troubleshoot this issue.

Hi Sara,
I created a new project (called SSRS Test) in Visual Studio and it opened fine. We are using Team Foundation Server (TFS) source control with VS 2015. After creating and successfully opened SSRS Test, I deleted the TFS workspace and created a new workspace downloading all of the source code to a different location including SSRS Test. After doing this, I could no longer open the SSRS Test project with the same error.
It seems that downloading projects from TFS onto this server which were already created have this problem. I looked for a .rtproj.user file but didn't see one to delete.
