Update 3 Setup Blocked

I have VS2105 with update2 installed.  I downloaded update 3 and received the following message when I ran vs2105.3.exe

"Update 3
Setup blocked

Update 3 requires a member of the VS2015 family to be present on your computer or is blocked by another condition on your computer"

Here are the last few lines of the VS2105 log file:

From the log you offered, let's see:

[30DC:6AEC][2016-07-07T13:09:58]i000: MUX:  Failed to download the update xml file from http://go.microsoft.com/fwlink/?LinkID=659005 * Setup will not be updated.*

When you tried to apply to the Update 3, some package failed to load and it leads to install problem.

I posted previously that my Windows 7 just won't install VS 2015 at all. I have other machines with Windows 10 working flawlessly. 

I think the problem is VS broke MSIserver. I have thousands of components for years of installing junk on my machine. I have every uninstaller that does <g class="gr_ gr_335 gr-alert gr_gramm gr_run_anim Grammar only-ins doubleReplace replaceWithoutSep" data-gr-id="335" id="335">deep</g> cleaning. There so so many components to do a <g class="gr_ gr_336 gr-alert gr_gramm gr_run_anim Grammar only-ins replaceWithoutSep" data-gr-id="336" id="336">forced</g> uninstall it breaks the good <g class="gr_ gr_326 gr-alert gr_spell gr_run_anim ContextualSpelling ins-del multiReplace" data-gr-id="326" id="326">compponents</g>. I guess.

I really need to get this running. I run all versions from 2012 because I have old projects that I don't want to break (yet).
