We have licensed software that is identified by a Host ID. Windows 10 updates are changing that ID #. How can this be prevented?

You can do this by disabling the Windows Update Service. Via Control Panel > Administrative Tools, you can access Windows Services Manager. In the Services window, scroll down to Windows Update and turn off the Service. To turn it off, right-click on the process, click on Properties and select Disabled. That will take care of Windows Updates not being installed on your machine.

It's Niagara software for building automation. We use Johnson Controls FX Workbench, every computer has a license based on its host ID.

Niagara Host ID change
This only applies to already-existing Niagara platforms (Supervisor, Workbench, SoftJace). Save a copy of your existing Niagara license files, and keep a record of your pre-existing Host ID.
Upgrading your Operating System (Windows, Linux, etc.) always changes the Host ID. Making other changes to a Niagara host platform may also change the Host ID.
For example:
upgrading from Windows 7 to Windows 8; or
upgrading from Windows 8.0 to Windows 8.1; or
upgrading from Windows 7 or 8 to Windows 10; or
installing the 2 August 2016 anniversary update to Windows 10; or
upgrading from RHEL5 to RHEL6; or
upgrading from RHEL6 to RHEL7 will change your Host ID.
In past years, installing certain Microsoft Windows updates (patches/fixes) also caused the Host ID to change.
Solution
Contact your distributor and ask them to use the "Replace License" functionality in the licensing portal at:

Is it true that you can only postpone the updates, not turn them off?
