Hi,

You should enable Require additional authentication at startup in the Group Policy settings, which is located in Computer Configuration\Administrative Templates\Windows Components\BitLocker Drive Encryption\Operating System Drives. Kindly check the box before Allow BitLocker without a compatible TPM. When this setting is applied to the local computer, non-TPM settings are displayed in the BitLocker Setup Wizard.

Best Regards
