We recently setup Internet Printing on a Windows 2008 server. The Internet Printing application is available to local computers at http://printserver/printers and to external computers at http://printers.ourdomain.com/printers
However, when attempting to add a connection to one of the printers either using the connect link in the app or manually adding the printer using the add printer wizard on a remote (Internet) computer, we receive the error message "Printer not found on server, unable to connect." We are receiving a prompt for credentials first when attempting to add the printer so it seems as though the printer is found, but then we get the error message.

This sounds like you enabled the server side portion of Internet print for sharing printers using IPP protocols. Make sure that the client side portion is installed for making connections to the shares.
Open an elevated command prompt. Type
servermanagercmd -install Internet-Print-Client
A spooler restart is required to make the connection.

I installed the client and rebooted the print spooler service, but I still get the same result.

It kinda seems like the URL/host header is related to the issue. If I pull up the web app by IP address I get a different error; Instead of prompting for credentials it goes straight to a page that says "Printer Installation Failed, The printer name is invalid"

Do you have any printers that support IPP on the NIC? If you do, can you add a connection to these devices? HP , Ricoh , and Brother support IPP on the NIC.
Okay reading the post again.
Do all the clients hit the error when connecting to the server?

I would also verify if this will work if the print driver is preinstalled on the client machine. I've seen issues when the driver requires a custom print processor that is not included since the driver is not package aware.

It is an HP printer, but I don't have a public IP address available that I can give it.
The same error is happening for all external clients we have tested on.
Preinstalling the driver got us to a different error. Now it says "Printer Installation Failed, The printer name is invalid" like it did before when we tried to connect to the Internet Printing web app by IP address.
Also, on the machine with the driver preinstalled, I now get a new error if I try to add the printer using the add printer wizard: "Windows couldn't connect to the printer. Check the printer name and try again. If this is a network printer, make sure that the printer is turned on, and that the printer address is correct."
