To move messages and folders one mailbox to other mailbox, could use one or more of the following options;

Search, Recover, Export Mailboxes, Folders, Email, Contacts, Calendars, Tasks, etc. from Offline Exchange Databases (EDBs), On-Premise Exchange Servers and Office 365. Migrate/Recover direct from any offline EDB into any On-Premises Exchange Server, even cross version i.e. 2003 → 2007 → 2010 →2013 → 2016 → Office 365 with Lucid8's DigiScope

As Troy said, you can do it from the client (Outlook) via export / import.

New-MailboxExportRequest -Mailbox mailboxname -IncludeFolders "#FolderName#" -FilePath \servername\folder\foldername.PST

New-MailboxImportRequest -Mailbox mailboxname -FilePath \servername\folder\foldername.PST -TargetRootFolder / -IncludeFolders "#FolderName#"

Alternatively, you can assign permissions to the mailbox to another user but this won't give you the exact result you are asking.

Cloud migration can be a tedious task without the right solution. Lepide Meteor suite has all you need to analyze/upgrade/migrate your current Exchange environment to Office 365 and also helps you to easily Import/Export & convert EDB, PST and OST into new or existing PST files.
