@Dori Bush,
Please clarify the steps to create this error, does this mean you failed to install this Visual C++ 2005 redistributable package? If so, I also need to know your OS version and SP level and please make sure you have installed the right version of package.
Based on some existing threads below:
http://support.microsoft.com/kb/289792/en-us
I have a guess that this issue may pending on files not find or temp files not able to create. The reason may due to the following:
1. You can try manually extract files to install
2. You do not have enough privilege under C:\Users\Your account>\AppData\Local\Temp You may try give proper privilege
3. You've installed the wrong version.
Please check if above steps helps on this issue.
Regards,
Barry Wang

Hi Dori,
Are you using a 64-bit machine to install C++ runtime? You need to install Microsoft Visual C++ 2005 Redistributable Package (x64) on 64-bit machines.
By the way, this is a forum for questions about Visual C# language. If you got some Visual Studio installation questions, please post in Visual Studio Setup and Installation forum where you could get more help.
Thanks.
