I recently upgraded from Win 8.1 Pro to Win 10.
Then I uninstalled VS2013 Community and attempted to install VS2015 Comunity. I get to a certain point in the installation where it says that a package is missing"
C:\Users\user\AppData\Local\Temp\BB6B8544-7644-4780-89D0-BB6D379532DB}\packages\kb3022398\kb3022398.msp
I have tried:
- Running installer as admin.
- Turning off windows defender.
- Downloading a new installer.
- Cleaning %temp% directory.
With no success.

ISSUE RESOLVED, THANKS
Before I just turned off Real-Time on Windows Defender but I had to turn it off from Local Group Policy.
1. open gpedit.msc
2. navigate to Computer Configuration > Administrative Templates > Windows Components > Windows Defender
3. Turn off Windows Defender
= Enabled

If the error information shows that there is package missing or damaged, you need to use a good VS installer to repair your VS first.
Since you need mention in which way you installed VS 2015 Community( Web installer or ISO image),
To eliminate internet variables, I suggest that you download the ISO, verify the SHA-1 to ensure the ISO is not corrupt, then install locally.

PS: To make sure whether your package is corrupted or not,
please use FCIV.exe http://support.microsoft.com/kb/841290 to verify hash of the ISO.
Any discrepancy would indicate that the file was corrupted. Here is a blog for how to use it, you can refer to it.

Thanks for the reply. I have tried the Web and the ISO installer and I get the same error
"A setup package is either missing or corrupted.." for packages\kb3022398\kb3022398.msp
I tried the 2 ISO downloads and checked File Integrity checker..for Visual Studio Community 2015 with Update 2 , I get:
a965cda6d2797c9856f51c186c308fb183e918d3 vs2015.2.com_enu.iso
5f7b12970b484265259397f9f4c3fdb75a8949f2 vs2015.1.vsu.iso
Which does not mach what is in https://www.visualstudio.com/en-us/downloads/visual-studio-2015-iso-sha1-vs.aspx
Both of these dont match what is in the website. The ISO and the Web Installer is not working on my WIN 10 PC.

I am having this same error, on this same file. Seems like quite a coincidence considering how recent this post is. Is there a problem with the installer right now?

The VS2015 Community web and ISO installer dont work for me on Win 10.
Ive tried many things and I come to a stop with this error. However, i have a laptop that I upgraded to Windows 10 from (Windows 8 with VS 2013). Then after the migration I installed VS2015 along with VS2013 and didnt have this problem. Not sure but there has to be something wrong with the installer and maybe WIN 10? Maybe an update is conflicting with it?

If you upgraded from Win 8.1 Pro to Win 10 recently, it might be that the redistributable installer is messed up, it mixes up 64bit and 32bit dll's.

The error code shows that it is related to network problems that prevents connection to the Windows Update servers.
This issue occurs if the server is busy.
If this issue occurs consistently, check your security software to make sure Script Blocking is not enabled.
Last but not least, please try to download iso to repair your VS instead of using web installer.
