very annoying thing (intermittent)...
often need print to pdf feature when in ie11 or Edge.
Cannot find the sequence why sometimes it creates a normal file and sometimes 0KB that is not openable.
Tried to search the web... no such issue found. Could it be I am alone on Earth with that thing?
Any cure?

Press Windows Key + S and enter windows features. Select Turn Windows features on or off from the menu.
When Windows Features window opens, locate Microsoft Print to PDF and disable it. Click OK to save changes.
Restart your PC.
When your PC restarts, repeat the same steps and enable Microsoft Print to PDF again.
Click OK to save changes.

Go to Windows Features, untick Microsoft Print to PDF option, restart computer, tick back it again. Set Microsoft Print to PDF as default printer
If the file name of PDF you want to save contain commas, the file would be created with 0 bytes and you cannot find it at saving folder. As a result, it seems your Microsoft Print to PDF not working. In such case, please avoid use comma or any other specific notations in the file name.

I never use commas when naming the file for saving.
For fun did try to put few commas in save as pdf file name (web content page).
After an "amazing" trick everything works, even with commas :).
The file is not 0 bytes and it does appear in the folder (network) and is nicely accessible.
Try it.
So, I am not sure about your statement related to commas... unless I missed something.
