Problem with Outlook prompting for UAC upon startup on RDS server - other Office apps do not display prompt

We have a new RDS 2012 R2 standard server that has a new installation of Office 2016 on it. When opening Outlook, users get the UAC prompt "Do you want to allow the following program to make changes to this computer?" Outlook is not configured to start in an elevated context, and I'm not sure how to stop this. I can hit cancel, and Outlook seems to start up OK. I searched around for an answer but didn't find anything useful. Can anyone point me in the right direction? Thank you.

It's fixed. I followed the suggestion from Lyndon in the following URL:

Fixed this by adding the Windows Search Service under File Services when adding Roles, just as a side note I didn't add the C: (System Volume) to the indexing.

Once Windows Search Service is installed, restart the RDS server, place server into install mode and start Outlook 2013.

Change server back to execute mode and that's it.

Hi,

Do you have Compatibility Mode enabled for your Outlook? If so, please disable the Compatibility Mode and then check if this issue will happen again. To do this, please follow:

1. Right click on the Outlook shortcut and select Properties. If you have Outlook icon pinned to your Windows taskbar, we need to right click the icon and then right click again on the Outlook icon in the pop-up menu to get the Properties option.

2. Switch to Compatibility tab.

3. Clear all checkboxes under the Compatibility tab.

4. Click OK.

Thanks greatly for the reply - I would have responded sooner, but I never saw a notification and didn't know you had suggested the fix. Switching to compatibility mode and back didn't help, but it did give me some additional information. The way Outlook comes up is that it prompts me for my Exchange password, which I enter, and then it prompts me for the UAC password. During the settings change for Compability Mode, I also played around with the checkbox for "Run this program as an administrator," and when this option is selected, Outlook prompts me for UAC BEFORE I'm prompted for my Exchange password. This is making me think that there must be a plug in that is forcing Outlook to prompt me for the UAC. The only plug-in is for antivirus, and I've set it to not load, but I'm still getting the prompt.

EDIT 1:

The other thing is that even if I choose to not allow the program to change the system, Outlook still opens fine.

EDIT 2:

The UAC popup says the program name is "Microsoft Office" and says the program's location is "Update." I've already run Office and chose the Office update settings.

I tracked down the source - Outlook is trying to run a file at c:\windows\installer, but at this point I can navigate to the installer folder but I can't see it to change permissions even when I unhide hidden folders.
