I have setup SCCM 2012 Sp1 on Server 2012 with WSUS using the internal database. When I sync updates in SCCM, I get the following error on some of the updates. I have run the sync 3 times over a day with the same updates failing
"Error: The Microsoft Software License Terms have not been completely downloaded and cannot be accepted. Source: Microsoft.UpdateServices.Internal.BaseApi.SoapExceptionProcessor.DeserializeAndThrow"
"Sync failed: Failed to sync some of the updates. Source: Microsoft.SystemsManagementServer.SoftwareUpdatesManagement.WsusSyncAction.WSyncAction.SyncUpdates"

I have resolved the issue. The workaround I found was to set the proxy account details in IE, but in the Site System properties only have "Use a proxy server when synchronizing internet sourced information". Leave "Use Credentials to connect to the proxy server" blank.

I have seen this several times and it's often just a timing issue with downloading the EULA's that will go away after a few days or can be caused by a proxy server not allowing the download. Do you have a proxy?

Hi Kent,
that article looks like its only applicable to WSUS 3. I'm using Server 2012, and none of the files mentioned in that article exist on the server.

On a follow up to this, I had a Premier support call logged. The PSS guy informed me that this is a documented bug and they are working on a fix for it,

I haven't seen a hotfix as of yet. This is just one of many issues we are finding with SCCM 2012 Sp1 and Server 2012 that I have logged with Premier Support. Once I see the fix, I'll post it up.

Thanks for posting this workaround Glen.
I've been seeing this issue with one of our customers: SCCM 2012 SP1 running on Windows Server 2012 with a separate database running SQL 2012 SP1.
Credentials had been set as required, but we were getting the exact errors in wsyncmgr and softwaredistribution logs and SUP was failing to sync.
Removing the check for the "Use credentials.." has allowed it to successfully pull down the EULAs and the SUP has sync'd.
Hope MS release a hotfix for it soon.

We ended up allowing the sccm server direct access out to the internet through the firewall. Just seemed easier :)

If you are using a proxy and on Server 2012, there is a KB to address this issue. Worked for me at a recent client.

Hi All,
I have faced the same issue, SCCM 2012 Sp1' SUP configured with proxy with credentials on Windows 2012 Std.
I have applied hot fix, rebooted the server and re sync the SUP, then it is syncing without issue.

This is the exact scenario I'm experiencing and the KB 2838998 hotfix sounds like the solution I need. However I've tried to request the hotfix from Microsoft's site several times and the Windows Server 2012 x64 selection isn't displayed. In fact there are no selections to choose and I'm unable to obtain the hotfix. Is there somewhere else I can download this hotfix?

I'm running into this issue. The same error occurred for many updates and the synchronization has been aborted. It synched about 5% of the WSUS and then aborted because too many failing. I don't have proxy server. My environment is WS 2012R2, SQL 2012, SCCM 2012 SP2, WSUS service are all in the same server. Thank you in advance for your help and advices!

Check Network Service and WSUS administrators have full NTFS and Share permissions to the WSUSContent folder.
In IIS right click WSUS Administration\Content. Choose Manage Virtual Directrory\Advanced and check the physical path is correct to WSUSContent.
MS did publish a troubleshooting KB for WSUS but I can't remember the link for this.

If you don't have a proxy, then try and de-select products or classifications that fail to sync. Then do a sync, then select the products and or classifications again.
