Cannot create "basic task" in task scheduler error: deprecated

I was trying to create a basic task on task scheduler and when I clicked finish it said that "task could not be created feature deprecated" how can I create this task It IS URGENT

Hi Empire Software,

Would you please share us the exact task you have configured?

If you want to make a schedule task to send e-mail or send message, I am afraid it is not available.
This feature has been removed since Windows 8. As a work around, we could try to achieve this with powershell command line.

I doubt this feature has been removed. Please share us the exact steps you have taken to create the task. I will make a test from my side.

Why would the feature to Display a Message at logon be deprecated?????  That's ridiculous!

I can't use the solution to create a Powershell Script because on a DoD network that is not allowed.

Are you allowed to set a GPO to present a message to all computers on login?
