Windows 10 Inbound port will not communicate through Telnet

We are working on deploying Windows 10 Workstations on our network and currently running Windows 7 Workstations that are getting McAfee Antivirus Updates from an EPO server via an open inbound port on the clients. This open port will allow you to telnet into the workstation from another workstation or from the server which McAfee EPO is installed. When I open the same Firewall inbound port on a Test Windows 10 Workstation, I am getting an error showing that I am unable to connect to that Windows 10 workstation from the EPO Server or another Windows 7 Workstation.  Several blogs I recently read indicated that those ports need to be configured to accept communication.  Simply opening a port does not do the trick.  Can anyone explain how to configure an open inbound Firewall port to accept communications via Telnet or other programs?  I am using the (Telnet <workstation name> <port number> command.  This should verify that port is open and can communicate.

Thank you both for your assistance.  In my troubleshooting steps, I did turn off the Firewall on the Windows 10 workstation. This did not fix the issue. 

It turns out that I had a McAfee EPO server issue.  What fixed that was restarting the McAfee EPO services on the Server Host. I was able to push the McAfee Agent to the Windows 10 workstation.  Once the Agent was installed, I was able to telnet to the Windows 10 Workstation on the required port.  The key is that the port needs to be open (Inbound Firewall) and there has to be an application listening on the port in order for telnet to connect. To verify if you have an application listening on a specific port, go to a cmd prompt and type: netstat -a.  You will get a list of "Local addresses:Port" showing a State of Listening.  The port that I was trying to Telnet into now shows up in the list.

There you can configure rules in and out.

Can you try as a test turning the firewall off on Windows 10 and trying the test? Just to check it is firewall configuration issue you are facing.
