Missing touch keyboard settings from Settings window

Hi all,

I work in IT at a hospital and I am having trouble with a number of tablets (running full Windows 10 Pro x64). Users would like to use the full keyboard layout when using the touch keyboard. The full layout keyboard is greyed-out in the keyboard selection pane. I understand that usually you can navigate to Settings > Devices > Typing > then toggle on "Activate full keyboard layout...", but in my case, that section of the Settings screen is not there. 

Possibly helpful information:

Tablets are Motion Computing C5m tablets

Tablets are completely up-to-date with Windows Updates

Have tried in both "full" and "Tablet" mode

Group Policy at this hospital does not limit users in their ability to change these settings

I have been logging in as a domain administrator

Any suggestions would be greatly appreciated!

Since you can't see this setting, I suggest to update system at first.

For your scenario, I think you can refer to this link for assistance.

Please be careful while working in the registry. Make sure you create a backup of Registry before you proceed.

Open the Settings app

Click or tap Devices

Click or tap Typing.

Toggle on "Add the standard keyboard layout as a touch keyboard option."

Now click or tap the keyboard icon in the taskbar

right-click or long-press on the taskbar and select "Show touch keyboard button."

Click or tap the keyboard button at the bottom right of the on-screen keyboard.

Select the standard keyboard icon
