Description:
The Delivery Optimization service terminated with the following service-specific error:
The configuration registry database is corrupt.

Winver: Version 1803 (OS Build 17134.285)
Windows could not be updated to build 17134.286 and there were failed updates of Intel bluetooth, Nvidia gpu, windows defender KB2267602, etc. The error code was 80240234.
The following are some of the steps that were already performed:
1) Windows update repair tool > made repairs
2) scannow > no violations
3) restorehealth > completed successfully
4)all of these administrative command prompt commands were ran:
net stop bits
net stop wuauserv
net stop appidsvc
net stop cryptsvc
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old5
ren C:\Windows\System32\catroot2 catroot2.old5
net start bits
net start wuauserv
net start appidsvc
net start cryptsvc
net start msiserver
5) In place upgrade repair
6) chkdsk /r
7) Uninstallation of all non-Microsoft antivirus software
7) After all of the above steps the windows update and other drivers failed with error code: 80070015
There were additional failed Widows updates:
KB4464218 (Cumulative update)
KB4457146 (Adobe flash player)
KB4100347 (Windows update for x64 systems)
The Panther logs were viewed:
Failed to download updates. hr = 0x80004005
Unspecified error
The Windows update errors were all: 0x80070015
The device is not ready
An additional in place upgrade repair was performed in clean boot.
Questions:
1) What is the significance of: The configuration registry database is corrupt for delivery optimization service?
2) Is the problem with delivery optimization service related to the failed updates?
3) What other troubleshooting steps are available with the current error code of 0x80070015?

Hi,
You could use the Windows Troubleshooter tool to check what error will be showed.
Then try to install the KB manually if it could be installed.
Windows Update.log and CBS.log would be helpful.
