I am getting “550 Cannot create a file when that file already exists. ” when I try to ftp to a specific folder on a Windows 10 Professional system that has (until several days ago) allowed me to ftp into that folder.
Every other folder on the computer I am trying to access is able to be accessed using ftp, but for some reason this one folder has stopped being accessible.
I am guessing (and I may be wrong) that this is a rights issue,but I have no idea how to change IIS rights on a folder.

IIS will use its permissions for folder access and the file permissions. So check the file permissions on the file you are having the issue with via the Properties of that file and Security tab, and compare that to a working file in the same folder.
The file permission on that folder, so the folder the file is in, can be reset for all files below. Bring up the Properties of that that folder and on the Security tab Advanced, then put a tick in 'Replace and all child object permissions entries with inheritable permission entries from this object'. The click Ok, Yes let that finish (it may be quick or take awhile depending on the number of folders and files below) then click ok and try again.
