I want to install Visual Studio 2013 on my Windows 10 desktop (Korean) but it says "Windows Program Compatibility mode is on. Turn it off and then try Setup again".

At first I didn't turn it on with any compatibility mode and got that error, so secondly I turned it on with Windows 8 compatibility mode, nothing was better. What should I do?

Hi,

en_visual_studio_express_2013_for_windows_desktop_x86_web_installer_3175241.exe
is an older installer.  Please download the latest installer.
I suppose this is the latest.
    

P.S.
  I recommend to download the DVD file, instead of Web Installer.

Hi,

What did you execute for installing VS 2013?
If it was an .exe file, right-click on it > [Properties] > tab [Compatibility] > turn OFF Compatibility mode.

I used en_visual_studio_express_2013_for_windows_desktop_x86_web_installer_3175241.exe, from https://my.visualstudio.com/Downloads?q=Visual%20Studio%202013&pgroup= (Visual Studio Express 2013 for Windows Desktop). And at first, I didn't set any compatibility mode for it. Was it wrong file?
