there seems to be some kind of issue with the transistion fade effect when the wallpaper is in slide show mode.also its changing of wallpapers is very sporadic it does not change on all my monitors at the same time it keeps changing randomly, also when i right click on the desktop and select "Next desktop background" it does not always take.I've tried the below method but to no luck.They do fade in & out, the option might've become turned off at some point during the upgrade. (Window animations were suddenly off for me once for no reason, so it's certainly possible)
Search "advanced system" and run "View advanced system settings". Under "Performance", make sure "Animate controls and elements inside Windows" is enabled. (That's the setting which also controls wallpaper transitions) If it is, try toggling it and see if that helps.

The problem was with an program called fences it had an windows 10 transparent option which caused the problems.

They do fade in & out, the option might've become turned off at some point during the upgrade. (Window animations were suddenly off for me once for no reason, so it's certainly possible)

hm ye i've already done all of those surface option but it still doesn't want to enable the transition effect its really been bugging me not only on my home computer but also on my laptop at work... frustrating.

Tried creating new local user account and applying above but still the same issues.

Hi,
After I set the slide show mode. It could be work fine. If the issue still insists after create a new user account, I consider that if some third party software or settings prevent it, you could perform a clean boot to check.
Also I consider that it may be related to the system files, I suggest that you'd better perform an In-place upgrade to check.
