How to add User CAL's for Exchange server 2016 Standard Edition

Pretty sure you do not install them, you install your Product key and Microsoft trusts you enough to let you handle buying enough CALs.
/en-us/Exchange/plan-and-deploy/post-installation-tasks/enter-product-key
To install Product key:Set-ExchangeServer ExServer01 -ProductKey XXXXX-XXXXX-XXXXX-XXXXX-XXXXX

So i already licensed my exchange server and with the purchase i bought 15 user CALs.
1) I'm not able to see any kind of product key in VLSC for User CALs but able to see in license summary.
2) If i got the product key for USER CALs where do i enter to activate user CALs

Hi,
Per my knowledge, User CALs is paper work, we should keep the licence copy enough, we don't need to assign to server. Also it should be already registered to our MS account.
For more licensing questions, we recommend you to consult the local MS licensing provider.

As per my earlier reply, you do not install user CALs anywhere. You buy as many as you need and make sure that you can present them to Microsoft if requested.
