I am attempting to install Windows Admin Center on WS2019 to use as a gateway for remote connections. Every time I attempt installation using the "Self-generated" certificate or the "import" option, it fails with the error code: "microsoft.deployment.windows.installer.installerexception failed to reserve port 443"
Is this a bug, or do I have some settings I need to tweak?

Hello!
Did you check the box to allow Windows Admin Center (WAC) to make changes to your TrustedHosts setting?
Here's also the same issue on GitHub:

Hi Andrew,
The fastest solution would be to edit the PSModulePath under 'Environment Variable' -> 'User Variable'
+ add the path 'C:\Windows\System32\WindowsPowerShell\v1.0\Modules' and move it to the top
+ a logoff/login might be required OR open a new CMD with elevated rights and run the installer from there
