Powershell Initializing Error

I am using windows 10 ver: 1809-oct  After update powershell help. I can't open it anymore. I tried CMD too. I says :: 

The shell cannot be started. A failure occurred during initialization:
The type initializer for 'System.Net.ServicePointManager' threw an exception.

how to fix this problem?

Run SFC /SCANNOW in cmd as administrator to fix the corrupted system files.

Hi,

Kindly open PowerShell and run as administrator, then type the following commands and hit Enter after every command:

DISM.exe / Online / Cleanup-image / Scanhealth

DISM.exe / Online / Cleanup-image / Restorehealth

Check the results and let us know what happened.
