Windows 10 repeating cannot shutdown gracefully

Windows 10 build 16299 cannot shutdown gracefully.  It shows "Closing 1 app and shutting down. To go back and save your work, click Cancel and finish what you need to. Task Host Window - Task Host is stopping background tasks. (\Microsoft\Windows \LanguageComponentsInstaller\Installation).  Then there are two choice for users. One button show "Shutdown anyway". Another button show "Cancel".  Unless making choice of "Shutdown Anyway".  It will be pend here and cannot shutdown.
