The last time LPT, COM ports worked was build 10240, 9 build later with last 11102, still not working is not a driver issue or .inf.
I have been using devcon.exe, devcon64.exe to disable/enable the port to make it work.
There are many entries in Feedback.
Why Microsoft cannot fix these issues, Ports were working fine.

Have you tried to uninstall those ports and drivers?
Open the Device Manager console and select the port and click Uninstall.
Then restart the computer.

How did you know it didn't work? Any symptoms on the device manager?
Please right click it from the Device Manager to check its status via the Properties.
Meanwhile, I suggest you to uninstall and reinstall the driver and check if it helps.
- Press “WIN+X” and click on “Device Manager”.
- Right click on the device and then select "Uninstall".
- In the Action menu of Device manager, select “Scan for Hardware changes” option. This will cause the device driver to be reinstalled. Once the driver is installed, close all windows and restart the computer.
In addition, try to use the old driver that works on Windows 10 10240 to see if any difference.

I guess people do not read the post, LPT, COM ports worked fine up to build 10240.
Is not a driver issue, if I disable , enable the LPT port it works fine, but if I restart the system I have to disable, enable the port again to make it work, there are many entries in the Feedback, also in the Community,
Device manager shows everything is working properly.
I am using an USB to Parallel cable and have no issues, But I cannot use an USB to Parallel for a Multifunction Device.
It looks like the ports are not being enabled on Power up.
Before giving suggestions look at the Feedback and Community and see how many users started having problems with the LPT, COM ports after build 10240.
I am running Build 11102, and 2 Devices with build 10240, have declined updates.
