No issue existed in O2010, after new install (not upgrade) & using O2016 it seems that on each Outlook start all shared folders (not cached) are collapsed (nothing is remembered from previous session)
To me it looks obviously as a bug (which seems to exist since 2013 - https://answers.microsoft.com/en-us/msoffice/forum/msoffice_outlook-mso_winother/outlook-2013-wont-remember-my-expanded-folder-view/d05f8426-9875-4b4f-a01a-c415c2bc5966 )

Hi Seb,
According to my testing, you will need to have "Download shared folders" option enabled so that Outlook will remember the collapse/expand status after restarting.
It could be that the expand/collapse state is being kept in the local cache, while in online mode, the status will not be remembered.

That was NEVER the case with O2010
I never use cached mode for shared mailboxes, as the search does not work for subfolder (how seriously silly is that?)
If that is the behavior in 2013/16 then it is a BUG

I understand that this is not the case when testing with Outlook 2010 (I can reproduce it when testing in my Outlook 2010). However, according to my research, I can confirm that this is the expected behavior in Outlook 2013 and Outlook 2016. It could be a change made to the product since Outlook 2013.
I'd recommend you submit a feedback regarding this issue to Microsoft via the UserVoice forum, which is the most direct channel our produce utilizes to collect feedback and ideas from our customers. Microsoft values all customer feedback. We want to hear from you about how we can make our products better.

I am using Pro Plus 2016 and I do not have an Exchange Server. I have tried to apply the Compact view to all folders. But I still get some folders that seem to expand all Groups (Today, Yesterday, Last Week, etc.) and some folders that remember how I last looked at them. I have found that if I use Expand All Groups (View Arrangement) and leave all groups collapsed, I can leave and come back to a folder and it is as I left it. However, if I Collapse all groups, but then expand, say, Today, if I leave and come back to that folder ALL groups are now expanded - it has forgotten that only one group was expanded. Other folders see to behave as they should. Under View Settings - Group By, the option to Expand/Collapse Defaults is set to As Last Viewed. What might I be doing incorrectly to get Outlook to remember which groups are expanded and which are not?
