Windows 10 does have Parental Control and you need to activate it with Microsoft Account:

If your Windows supports Group Policy (e.g. Windows 10 Pro), you may use Group Policy to do this. For example use AppLocker to block app.

For blocking website, you will need to change DNS setting or may be use IIS to setup this.

Q1: Yes.

Two ways:

1# Using AppLocker to block all installed browsers, including IE, Edge and other third-party browsers. Then, user can’t use these browsers, which means the browsers cannot access to Internet. Other apps can be used normally. By this way, browsers will be forbidden, user even can’t use it to visit Intranet.

2# Using firewall, use a firewall with a deny all rule, and then add specific allow rules for ports you want to allow for the specific apps. For example, if you deny ports 80 and 443, general website cannot be access, because http and https protocols have been blocked out.

Q2: Yes.

In IE>tools>Internet Options> Connections Tab> Lan Settings> Use proxy 127.0.0.1

Click advanced Add the allowed websites to the exceptions list.
