I have the same Issue in Windows 10 , tried safe mode, updating Realtek NIC , uninstalled completely , and reinstalled again but still is not fixed .any Idea how to do it ?? Thanks

Could you please provide more detail information about Event ID 411?
From my current search, I suggest you turn to manufacture’s website to download the latest driver for Realtek NIC.
Then, try to update BIOS:
