No, please check the add-ins in your excel and disable them.
Click File > Excel Options > Add-Ins on the left side of the dialog. Then click the drop-down arrow at the bottom of the dialog box and select "COM Add-Ins" from the list, then click the GO button. What comes up is a list of COM-Add Ins that are loaded and running.

Hi,
Did you get this problem in Excel? Or other Office applications?
First please provide the data source you're using to create a chart.
Then I suggest you try to open Office application in safe mode, if it works fine please disable add-ins in Office.
Please provide more information about your problem and I'm glad to help you.

I am using Excel. I tried opening excel in safe mode and I was able to create graph chart. Do I have to open excel in safe mode all the time?

Your robotic answer does not work. You didn't even check, do we have any COM option installed and enabled.
No, there are no enabled options and never were.
And there were never 2007 or 2010 office before 2013 was installed.
Your summer Microsoft Updates simply killed the functionality of charts in Excel.

A bit late on this front, but I may have come across a most brilliant solution.
I was encountering this error repeatedly, the problem seems to be the limited language support for some of the languages in MS Office 2007. When I was using "English (India) (limited support)" this problem kept showing up. As soon as I reverted to "English (UK)", voila, problem solved.
Hope this helps.
Cheers.
