Visual Studio 2013 Update 4 "does not apply, or is blocked by another condition on your computer"

Hi,
I'm trying to update my existing VS 2013 Update 1 (English)
to Visual Studio 2013 Update 4 RTM by running VS2013.4.exe
from a mounted .iso file that was downloaded (I think from MSDN) around 2014-nov-17
and it presented the [absolutely not] very useful error message I quoted in the title:

I followed the "common issues and workarounds" link to KB2899270
then its instructions to download and run collect.exe and post a question here.
I've put its vslogs.cab output here: http://en.file-upload.net/download-10193145/vslogs.cab.html

I'm running Win8.1 x64 (certainly mentioned in the collected logs)
and before attempting to run VS2013.4.exe, I've installed windows updates today,
which included .NET 4.5.2 among others (if it matters).
My antivirus software is Windows Defender.

Please help me what should I do to install this VS update.

Hi homay,

So it seems no updates can be find from Control panel? Have you checked the uninstall an update part?

Do you mind to download the VS2013 with Update 4 version to install?

Hello homay,

I have checked your logs, nevertheless, the info is still not enough:

Stop Block: NoApplicableUpdates : Update 4 does not apply, or is blocked by another condition on your computer.

I haven't saw any other useful info expect this.

So can you do the following to install:

1. Repair your Visual Studio and see if it reports anything to you.

2. After that, uninstall your Visual Studio 2013 Update 1.

3. Install All your Windows Update and turn off anti-virus software.

4. Reinstall with your Visual Studio 2013 Update 4.

Let's see if it works for you.

Still unable to install Update 4.
I tried the followings:

  1. In Control Panel > Programs and Features there's no entry for Visual Studio 2013 nor Update 1. So I couldn't uninstall Update1.
  2. Using the original VS2013 install DVD, I performed a "Repair".
    After 1h of disk trashing it reported "Successful".
    Then Update 4 still refused to install with the same error message as above.
  3. Using the original VS2013 install DVD, I performed "Uninstall".
    It reported errors: "Setup Engine
        Element not found
        Microsoft Visual Studio 2013 Profiling Tools
        The system cannot find the path specified"
    After that the VS2013 install DVD allowed me to install VS2013. It reported successful installation and was able to launch VS2013.
    Then Update 4 still refuses to install with the same error message.

Thank you, Barry, for the link! That helped.
Also, I did not check the "View installed updates" part in Control Panel / Programs and Features, because I did not even think that non-Windows updates may be there. Thank you for this hint, too!

  1. I used the original VS 2013 DVD to repair the existing install.
    It did not report problems
  2. I uninstalled Update 1 from the "View installed updates" part in Control Panel / Programs and Features.
    This was ok too
  3. I turned off Windows Defender by your commandment
  4. Attempted to install VS Update 4. It failed with the very same error message
  5. Then I downloaded the VS+Update4 DVD from the link you provided, and started it.
    It offered to install the software, and eventually succeeded.

After a couple of days, it seems to work and be licensed / non-trial.
