I'm attempting to create a VPN into my network, but I continue to get this error, and the only result is IAS database is corrupted, something that was common on Windows Server 2003, but the solution is not applicable on Windows 10.

Hello,
Open Services snap-in by running services.msc command. Make sure "Routing and Remote Access" and "Remote Access Connection Manager" services are running and set their Startup type set to Manual/Automatic.

Hi Katy,
Please note the error message:
Incoming Connection depends on the Routing and Remote access service, which was unable to start.
In order to set up a VPN connection, the "Remote Access Connection Manager" has to be running. To check the status of this service, follow these steps:
Type services.msc in search box, in Services interface, scroll down to the item Remote Access Connection Manager.
The status of this service should be Running and startup type should be Manual/Automatic.
Besides, find out Routing and Remote Access service and start it.

I am also seeing this error. The fixes mentioned by Teemo and Kapil do not work. I get the message "The Routing and Remote Access service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs."
The Event Viewer shows that the service terminated when started manually for the same reason:

Add me to the list of affected users. Tried on 2 different W10 Enterprise x64 Eng (1703, Build 15063.13) installations.
I used procmon to find the cause of the access denied error. The only ACCESS DENIED errors logged where on key "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\MMDevices\Audio\RemoteRender\6C26BA7D-F0B2-4225-B422-8168C5261E45}\Properties"
I gave "LOCAL SERVICE" "Full Access" right on the key. Procmon didn't report any more access denied events. But the error log entry remained "General access denied error".
So I am stuck now. Back to 1607.

Stuck on 1703 myself. Previous versions worked fine and use SSTP VPN for personal access.

Same error here, Windows 10 pro Build 15063.138
I cannot see my previously created "incoming connections" and receive same errors when I try to create a new one. Of course "Routing and remote access" service won't start and I receive same "General error".

i've got the same issue since i upgraded from win10 pro 1607 to the creators edition...
i've been using PPTP for quite some years now on this machine (it was an W7 pro before) and had issues with W10 when it was initially released too (another bug with vpn and the firewall) and now again .. but this time the vpn is totally gone... no way of getting it back...
Since the machine is also used as a family mailserver and fileserver it's not really an option to just go back to an older version; it'll take waay to much time and work to get that done..
Please Microsoft, fix this issue asap because currently i can't do any remote admin to the machine (i use vnc and it's set to only allow the ip given by vpn; the machine itself is headless since it acts as a family server... without vpn it's just not safe to use vnc through the internet)

I get the same message when trying to activate an Incoming Connection to a modem. This wasn't a problem in Anniversary Update (or Windows XP up to Windows 10 (1607), but appeared now when running Creators Update 1703 in a clean installation, updated to Build 15063.250.
The Remote Access Connection manager is running and the Routing and Access service cannot be started. Message: "The Routing and Access service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs".
This is our the message in the Event Viewer: "The Routing and Access service terminated with the following service-specific error: general access denied error". Event ID 7024 Service Control manager.
We use MultiTech MT5656ZDX-V modems on serial port on HP EliteDesk 800 G3 SFF pc's.
Incoming Connection through a modem is important for us as it sometimes is the only means for remote access when only telephone modem is available.
Please fix this problem soon!

the MAY 10 - 2017 update package did not fix the problems in windows 10. still no vpn connections possible; service is still broken (routing & remote access service) when trying to set up an incoming vpn connection

Yep, according to that doc this works...
- Search for “regedit” using Cortana, then run the regedit command in search results to launch Registry Editor.
- Navigate to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RasMan
- Create a new DWORD (Edit > New > DWORD)
- Name the new DWORD** SvcHostSplitDisable**
- Open the new DWORD, set the value to** **= 1, then click OK
- Navigate to Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\RemoteAccess
- Create a new DWORD (Edit > New > DWORD)
- Name the new DWORD** SvcHostSplitDisable**
- Open the new DWORD, set the value to** **= 1, then click OK
- Restart your PC (Start > Power > Restart)

Sigh. Having same problems with Windows 10. Changed these registry values, rebooted. Still can't either start the VPN server or get RRAS to start.

Got it to work, finally, by - after adding those new Reg Keys above - going into Services and changing the Routing and Remote Services to Manual. Rebooted. Started the service. Changed it to automatic. Then in Change Adapter Settings added a new Incoming Connection and it finally stuck (no errors).

The error occurs if the VPN server was installed prior to updating 1703. If the vpn server was not create before the update, after the update, vpn is created without errors.
