How to disable access to start menu for specific user in windows 10

I want to restrict the limited access user from accessing start menu, wondering is there is any GPO ? even left click disable could work for me since end user will not have mouse or keyboard and user will access OS using touch screen.

Hi,

No, this cannot be done. Since start menu is not a standalone app. It's hard to block it.

For users whom you want prevent from accessing the start menu, please consider the kiosk mode.

Or disable the features you don't want listed in start menu one by one for these users. AppLocker and Software restriction GPO is available.
