Hello,
Almost at every startup a file opens up, windows asks me to choose a program with which I'd like to open it, I choose 'notepad', and that's what written in this file:

Can anyone please explain what is it about and if it's harmful?

You could use AutoRuns to test what is getting started.
Seems to be a script with errors.
And when you are in a domain this might be a login script which tries to set an environment variable.

I'm facing the same error. Did you find the solution?

The file is located at C:\Users\ and you will say a file with your name mine was "Matthew" Delete it and restart.

I had experienced the same error. I Applied your solution with success. My file was name "Bureau", because I use Windows configured as French.

Thanks @mattewosbeta , your proposed answer solve my issue. my file name is "jean" and its containts is same as the one that pop up at every startup of my windows.
