I have a server 2016 configured as a hyper-v converged network on which im trying to setup a new failover cluster. The DC is running as a VM outside the cluster (im trying to build). Everything seems to be functioning well, but it fails to create the cluster. The task "Forming Cluster" times out. Im not even sure where to start looking. I dont see any AD/Firewall issues, and the validation is passing all tests

Hi ,
To create cluster, we need make sure those cluster nodes can communicate with each other.
For the problem “failed to create cluster with time out for forming cluster”, we should run the wizard of “validate cluster” and check the report.
Also, we could follow the guideline of the article below to troubleshoot the problem.
And here is a similar thread for your reference.
In addition, we could perform prestage cluster computer object in AD to create clyster.

Hi,
Turned out to be a windows firewall issue, even i had the proper rules in place. In fact, i'm completely allowing everything, and it still failed. I wonder why. Disabling the firewall allowed me to create the cluster, but re-enabling causes the cluster to fail. Im basically firewalling just one public interface, that interface isnt used for clutser communication, and i have a firewall rule to allow everything for all local subnets. See screenshots below, same config on both nodes.

How do you prove it is a windows firewall issue?
I suggest you disable firewall from the “windows firewall” under “Local Server” for testing.
Or you could enable ports which related with cluster.
