Hello,
Please post some more information about your environment, especially the AD topolgy. Are the user account and Exchange in the same domain? Or in different ones?

Did you try with PowerShell, using Enable-Mailbox?
/en-us/powershell/module/exchange/mailboxes/enable-mailbox?view=exchange-ps
Enable-Mailbox -Identity username

Hello,
I was trying to help you, but unfortunately you did not reply to my question. Can you enable the mailbox via PowerShell as explained above? That would do the job, if it works.
The AD Usera and Computers always connects to one DC. It might be, that the Exchange ECP is using another DC and something with your AD replication is not correct. There are lots of possibilities.
Thanks for testing the enable-mailbox above.
Best regards,
Sebastian

Agree with Sebastian.
Please open EMS, and run below command to check:
Set-AdServerSettings -ViewEntireForest $True
Get-Mailbox <Account Name>
If it not exists, run below command to check account type:
Get-User <Account Name> | FL *Type*
If this account is not an UserMailbox, it will not display in ECP.
Thus, we can enable mailbox for this account if you want.

Allen Wang
