Hi Reno,
We've a built-in Group Policy setting to enforce/check the option of "Read receipt confirming the recipient viewed the message" in Outlook.
This policy setting "Request a read receipt for all messages a user sends" is under:
User Configuration\Administrative Templates\Microsoft Outlook 2013\Outlook Options\Preference\E-mail Options\Tracking Options\Options
However, the recipients will receive a dialog on which they can choose to send the receipt or not. Unfortunately, we cannot control the send behavior on the recipients side.

Dear Reno,
You need to install office template 2013 on the central repository. Create a new GPO and you can view the office configuration on the GPO, look for tracking options. It will be under user configuration.
you can enable are disable tracking options as per your requirements.
