I am trying to set up my incoming VPN adapter in windows 10 and cannot find the feature. I know this is a stupid question but I am tired of looking.

Well not something I use but if you right click the network icon in the taskbar (near the clock) select 'Open Network and Sharing Centre'. Select 'Change adapter settings (on the list on the left). In Network Connections click the File menu and select ' New Incoming Connection', is that what you are looking for?
