Visual Studio 2017 stand alone Install

We recently downloaded the VS 2017 web installer and creating an offline installer using these instructions:  https://

Specifically, using this command:
vs_professional.exe --layout c:\vs2017offline --lang en-US

which filled the folder with ~ 8GB of content including an installer.  We copied these files to a machine in our enclave, which does not have internet access and attempted to run the setup for VS 2017.  The install would hang after selecting Visual Studio Professional 2017 from the three options.  After a while--20/30 minutes of inactivity, killed the installer with task manager.  Now the installer just opens a white box and nothing else happens.  VS 2017 shows up in add/remove programs, but if we try to uninstall it, we get the same white box as trying to install it again.  Is this a common problem with the newest version of VS2017?  We have been downloading ISOs of each version up until 2015 update 3, but with no ISO available for VS2017--we now need to create a standalone installer this way and it doesn't seem to be working as advertised.

For there are many packages missing in the installer you create, please ensure you have a well-connected network, then refer to Create an offline installation of Visual Studio 2017, to re-download and re-install VS 2017, make sure windows update is up-to-date, clean up the %temp% folder and temporarily disable any antivirus software, reboot the computer and re-run the VS 2017 RTM installer as administrator again.
