I have a user that is having trouble with dragging documents into SharePoint 2013 Online using IE 11. He is able to drag files into some document libraries in the site collection. However, he is unable to drag documents to other libraries in the same site collection (but in a different sub site). Does anybody know what can be causing this issue? Seems like it has to be a document library setting, but I am unable to find it.

Hi BM- could be a permissions issue or browser. I assume he has permissions, so I'm guessing it's a browser issue. I'd check internet options > security > custom level > miscellaneous and make sure all the drag/drop stuff is enabled.

Do any of the problem libraries have custom views where "Style" has been set to anything other than "Default"? (Try creating a new view on the problem library using all default values.)

Please check if Information Rights Management is enabled in the libraries with issue.
Go to Library Settings page > click Information Rights Management under Permissions and Management.

To add a thought to those expressed here, it may be a usability one. When your colleague moves items via IE to the document library that works, ask him to hold the mouse button down and view what the Library does. You'll see a "surface area" that highlights, indicating that items can be dropped. Check he'll see the same thing in the document area that isn't working.
Also, check what he's trying to move. The IE drag and drop doesn't accept folders being dropped into it...so check this too.

Hi,
If the document library has Information Rights Management enabled, please check if the policy set has option to prevent users to upload documents to the library.
And for narrowing down the issue scope, please test with other user account in the same browser to see what happens.
Please make sure that the user has at least contribute permission on the library.

If it were a browser issue, he would have trouble with all document libraries I would think. As it is, he can drag documents to some but not others.

Steven, yes on the libraries that work, the surface area does change and indicates that he can drag and drop. On the ones that don't work, the surface area does not change. I'm also noticing now that some of the document libraries say "Drag files here to upload" below the list and some libraries do not have that tag. Any idea why that would be?

It would be a browser issue if the settings aren't allowing drag and drop across sites.

I don't think it is a browser issue because using the same browser, he can drag documents into some libraries but not others. I think if it were a browser issue, it would be all or nothing.

Not sure if we are on the same page but I did create a group policy and set the 3 keys you mentioned above then applied it both to my user account as well as computer account for good measure. After closing all open Internet Exploder windows and performing a GPUPdate on the DNS server and my workstation I tried to drag and drop again, no change.
The settings you mentioned are geared towards domains. If you are referring to network domains we aren't on the same page. I'm trying to drag across sites, aka SharePoint sites. I have a top level site "X" with many subsites. The drag and drop functionality works whether I am dragging an image from my desktop or from an Outlook attachment.
I have a second top level site "Y". From my desktop, I can drag and drop an image into a document library just like I can on an X level site or subsite but I cannot drag an image attachment in Outlook to a site in "Y" like I can a site in "X".

As far as I know, you cannot drag and drop from Outlook. Not sure how you got it to work on site x.

I have a similar issue and wonder if it could be related? It seems in SP 2013 I can drag and drop files onto any standard view, but never on a Quick Edit or Datasheet View despite the UI including the "Drag files here to upload" prompt. The drop window never really activates when you drag files over to these view types. Could this be an issue of the format of the view rather than the library itself? Or if this is a different problem, I'd appreciate any thoughts on whether drag and drop is supposed to work with Quick Edit or Datasheet Views or whether MS may have inadvertently left that UIprompt in a place where it doesn't work!
