Setup a new server.  When I go to Start > Run > \servername i get network path not found.  I can enter \servername\fileshare and the shared folder will come up.  What needs to be turned on so i can get to the root of the server with all the folders listed?

Please test if you can access the server with \server.domain.com and \IPaddress.

Also have you check DNS for the record of \server?

Check your DNS settings.  Do you have NetBIOS over TCP/IP enabled?

Start > Run > \servername\c$ will list all the folders.

Hope this helps.
