Check this article: https://msdn.microsoft.com/en-us/library/mt604840.aspx

When you are installing Visual Studio 2015 Update 1 RC, you may receive the following error message if the operating system has to take a pending restart:

Microsoft .NET Framework 4.6.1 RC Developer Pack – Incorrect Function.

If the "Incorrect function" error occurs, you have to restart your computer.

Workaround: To work around this issue, restart your computer before you install the Visual Studio 2015 Update 1 RC package again.

Hi tperdue321,

Thank you for posting in MSDN forum.

About the error code:0x80070001, Please read this webpage first, someone came across the same error (Error 0x80070001: Failed attempt to copy payload from ... to ...) and he came to realize that that file is a corrupted one.

http://mohamedradwan.wordpress.com/2012/03/06/upgrade-tfs-11-beta-failure-and-its-solution/

So, I suggest you re-download the ISO image and verify its checksum.

Please go to Microsoft website to download VS 2015ISO:

https://www.visualstudio.com/downloads/download-visual-studio-vs

PS: To make sure whether your package is corrupted or not, please use FCIV.exe http://support.microsoft.com/kb/841290  to verify hash of the ISO.
Any discrepancy would indicate that the file was corrupted. Here is a blog for how to use it, you can refer to it.

Please refer to the hash-value below:

https://www.visualstudio.com/en-us/downloads/visual-studio-2015-iso-sha1-vs.aspx

Besides, in order to narrow down the problems of VS setup, there are some tips about installing VS:

  • Disable anti-virus or anti-spyware  software.
  • Check windows update.
  • Clear %TEMP% folder.
  • Run the installer as administrator.

After you make sure that it is a good installer, please install.

You should make sure you’ve followed these tips:

http://social.msdn.microsoft.com/Forums/en/vssetup/thread/60f71a54-506e-4c70-be98-e993ce6d1ddf
http://aka.ms/vscollect to gather the installation logs.

If the above still doesn't help, I need you installation log file to troubleshoot this issue,
please use After using it, you will find vslogs.cab from %temp% folder. Please upload the file to  https://onedrive.live.com/ and share the link here
