The current Visual Studio downloads are at https://visualstudio.microsoft.com/downloads/
If you really want Visual Studio Express 2015 you can download it from https://visualstudio.microsoft.com/vs/older-downloads/ after signing in with a Microsoft Account.

You can download the Visual Studio express 2015 at here after you log in to your own Microsoft Account and click to join the Visual Studio Dev Essentials.
BTW, it is completely free for all customers.
