SCCM Client Notification Option (Greyed Out)

I cant for the life of me seem to figure out what security settings allows for the Client Notification>Download Computer Policy to be made available to be used.

If I right click on a collection or device with my admin account, it is obviously there - but on another account which has less rights it is greyed out. I have looked through the security role settings but cannot see anything that directly relates to it.

Does anyone know?

You can grant this users permission to deploy configuration items
